I don't claim to know how transfers work.
But surely Celtic would have discussed terms with Turnbull's agent prior to the fee being agreed for the simple fact of this happening.
We wouldn't agree a bid fee if they we thought he might not come.
If the player wants to come then he should be telling his agent to make it happen.
If he doesn't want to come then we dodged a bullet.

Maybe the boy realises he's not going to be a 1st choice. And would prefer to play another year at Motherwell and then be more established.
