Second question is related if 2 of them are already in London does that count towards their quarantine restrictions or must they actually be in Glasgow first.

If they go to London first which is usually the case is it not 7 days quarantine down there?

When you arrive in the UK you need to take a pcr test before end of day 2. And only need to quarantine until you get results back. So if you take the pcr test as soon as you arrive you get results next day. If negative then no quarantine.
