I would lean toward the incompetence although once they signed Edouarde, there would have been a lot of smug back patting.

Was we really after Luiz like pushing for a deal to be done? Just seems City was using us as a possible avenue of getting an easy work permit for Luiz. I'd much rather a permanent deal for Chirivella than a loan for Luiz. Can see that being a possibility as well as John Terry and maybe Benkovic and Solanke on loan too.
