Ed how does this work in Roberts situation? can we try n convince him to stay outside the transfer window? Would that not be considered tapping up? N how come Liverpool only got banned from signing development players when they got caught tapping up the other day? Pretty sure Barcelona got banned from signing anyone for a bit for the same crime.

{Ed007's Note - We can talk to him about the specifics of a contract if we have gained permission from City which doesn't mean a fee has been agreed, a lot of players and their agents hold talks with other clubs before any financial offer is made to their parent club. City know we are hoping to entice Roberts and they wouldn't have any problems with us talking to the player about it.
Liverpool have a history of tapping up players and have been in trouble for it before, there's a 16 year old left back from Fulham called Ryan Sessegnon that Fulham are refusing to even talk to Liverpool about because of their conduct.
Barca were found guilty of repeatedly breaking transfer regulations regarding youngsters, it wasn't just tapping up.
FIFA rules state that international transfers are only permitted for players over the age of 18 - unless the individual players meets one of three qualifying criteria.
Under-18s can move to a club in a different country if their parents move there for non-footballing reasons, if they are from another nation within the European Union or European Economic Area and aged between 16 and 18, or if they live within 100km of the club.
